SEATTLE – The Federal Aviation Administration is proposing a $580,000 civil penalty against Hillsboro Aviation, Inc., of Hillsboro, Ore., for allegedly performing improper repairs, deliberately falsifying maintenance records and operating a helicopter in a reckless manner.
